1 Context

Te Kōhanga Reo o Taahuna is located in Te Teko. It a has strong iwi affiliation to Ngāti Awa. The kōhanga reo is strongly supported by the whānau and kuia. The whānau have made improvements since the last review. They work together toward positive outcomes for children.

2 The Evaluation Findings

How well do children show an understanding of their Ngāti Awatanga?

Children are developing awareness and understanding of their belonging to Ngāti Awa.

Ngā Taumata Whakahirahira

Children are affirmed and praised as individuals. Kaimahi and whānau model respectful relationships. All whānau are linked through whakapapa to Ngāti Awa. Kaimahi encourage whanaungatanga as the basis for all interactions. Children enjoy aroha, manaaki and awhi. Kaimahi planning ensure that babies are included in the morning routines with the support of others. The older children are active as tuakana to their teina. They confidently take lead roles during karakia and mihimihi. Children interact confidently and safely with adults. They have meaningful relationships with others. Children are mostly settled and happy.

Children knowing who they are and where they come from is a priority for whānau. Kaimahi ensure children have opportunities to participate in marae, community and iwi events. Local stories and mōteatea reinforce their connections to Ngāti Awa. Older children confidently recite their pepeha. Kaimahi use appropriate strategies to support babies to learn their pepeha. Children learn karakia and hīmene pertaining to Ngāti Awa and the Ringatū faith. Children are developing their understanding of who they are as Ngāti Awa.

Children have daily exposure to the language used by Ngāti Awa. The whānau are consciously introducing words and language specific to their hapū. Kaimahi and kuia model correct language structures with children and the whānau. Kaimahi organise children to attend pōhiri and tangihanga on the marae. This enables children to hear te reo Māori used for formal occasions such as whaikōrero and mōteatea. Kaiako use a range of strategies to reinforce language development in children. These include waiata, questions, prompts, fun activities and conversations. Children know basic words and respond appropriately. Babies show familiarity with language through body language and facial expressions. Children are developing as speakers of Ngāti Awa reo.

Children enjoy a programme that meets their learning needs. Kaimahi provide opportunities for children to explore, work, play and interact with others. They create meaningful spaces for children to initiate their own learning. Babies play freely and make choices in their designated area. The whānau support children to go on excursions to places that are significant to Ngāti Awa. Children explore landmarks that are relevant to their identity. Children are developing as confident learners.

Key Next Steps

There is a limited range of challenging activities and resources for children to access. Children sometimes disengage and are not interested in what is organised. While progress has been made to develop the learning programme and how the spaces in the kōhanga reo are used, some sessions are still too long. Children are yet to be sufficiently challenged in the daily programme.

Planning and Evaluation

Kaimahi have processes in place for planning and assessing children’s learning. Planning is comprehensive. It successfully guides programme implementation. Children’s learning is recorded in individual profiles. These profiles give whānau and kaimahi assurance that children are engaged in learning. The whānau are well informed of what their children are learning.

The whānau manage aspects of kōhanga reo operations adequately. Self-review has improved. Annual plans provide key information to guide the whānau in the administration of the kōhanga reo. The whānau has a strategic plan that guides the future development of the kōhanga reo across all operations. Personnel documentation is in place. The whānau show they are fair employers. Policies and procedures provide clear directions for whānau and kaimahi. Children’s health and safety is a priority. The whānau have improved their understanding of how to monitor the effectiveness of operations.

Key Next Steps

Programme evaluation needs strengthening. Kaimahi do not collectively record the effectiveness of the learning programme. They regularly have discussions and make changes but these are not recorded. They do not have the same understanding of how children learn through play. Children’s learning is compromised.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements. There were no issues of non-compliance identified during the review.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Taahuna will be in three years.

Te Kōhanga Reo o Taahuna is in Te Teko. Children follow the direction and example of adults and are confident in a te reo Māori environment. Kaimahi and whānau care for children’s wellbeing. Whānau and kaimahi have some areas that require improvement.

The next ERO review of Te Kōhanga Reo o Taahuna will be in three years.

1 Context

The kōhanga reo is in the small rural town of Te Teko. Most of the whānau affiliate to Ngāti Manawa. Whanaungatanga is important to whānau. Most children attend the kōhanga reo due to strong whakapapa connections between whānau.

There are open and inclusive interactions and a warm and inviting atmosphere for children and whānau. A strong core whānau group provides regular support to the kōhanga reo kaimahi and children. Kaimahi know and understand their children and are committed to supporting their learning of te reo Māori.

2 The Review Findings

How well do children learn in a te reo Māori environment?

Children are confident in a te reo Māori environment.

Ngā Taumata Whakahirahira

Children can communicate and share their thoughts in te reo Māori. Kaimahi are positive language models for children and ensure that te reo Māori is the only language spoken in the kōhanga reo. Children can follow instructions in te reo Māori. Some children are able to have basic conversations while others use te reo Māori with confidence. Children enjoy talking to each other and being read to in te reo Māori.

Children enjoy positive interactions with their peers. Tuakana and teina work well together. They play together and are encouraged to be leaders. Children show aroha and manaakitanga to each other.

Children are immersed in an environment that promotes mana wairua. Children receive regular praise from kaimahi and are acknowledged for their efforts. Children are familiar with routines and expectations. Ringatū beliefs and practices support kaimahi and whānau to reinforce their expectations of children. Children are confident and comfortable in their environment.

Children care for their environment. They happily help tidy and keep their play and work areas organised and clean. Kaimahi have established clear expectations and systems for managing the environment. Children are respectful and follow kaimahi instructions.

Key Next Steps

Children do not have sufficient opportunities for self directed learning and play. Activities are adult driven and at times too structured to cater for children’s interests.

Children's learning areas and play spaces do not adequately support their exploration or interactions with others. Although the kōhanga reo is spacious with designated learning areas they are not well used. Kaimahi often interact and work with large groups of children in cramped spaces. As a result, children have limited opportunity to move about and enjoy all activities.

Planning and Evaluation

Whānau are supportive of the kōhanga reo and their children. They are involved in the management of kōhanga reo operations and make decisions in the best interests of their children. They have established:

  • a comprehensive policy manual that guides health and safety practices
  • sound financial management systems
  • a draft strategic plan
  • good administration systems.

Key Next Steps

Programme planning and evaluation does not focus adequately on the needs and progress of children. Planning and evaluation of the programme is not clearly recorded. Kaimahi recognise the need support in these areas.

Assessment of children’s learning is narrow in focus. Information does not provide whānau progress that their child is making and does not reflect the varied ways that their child learns.

Whānau have a limited understanding of the positive way self review information can be used to improve whānau management practices and outcomes for children. This includes systematically monitoring the health and safety of children while at the kōhanga reo.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

In order to improve practice the whānau must:

  • ensure that earthquake drills are carried out with children and recorded on a regular basis. [R46 Education (Early Childhood Services) Regulations 2008; HS8 Licensing criteria for kōhanga reo affiliated with Te Kōhanga Reo National Trust 2008]

4 Recommendation

ERO and the whānau developed the following recommendation, that the whānau will seek support to address all areas for improvement and compliance raised in this report.
