1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Te Oranga o Ngā Kaupapa is located in the industrial area of Frankton, Hamilton. Most mokopuna have whakapapa links to the local iwi and to each other. A newly established whaanau whakahaere are working together to build an understanding of their roles and responsibilities.

3 Evaluation Focus

How well do mokopuna show their understanding of identity and belonging?

Mokopuna experience learning where they are embraced and nurtured through whanaungatanga.

4 Findings

Mokopuna experience learning that promotes whanaungatanga. The learning programme is underpinned by tikanga and kawa and incorporates whakapono Paimaarire. This strengthens mokopuna understanding of their connections to Te Kiingitanga. Kaimahi ensure mokopuna are included in whakatau where they experience formal mihimihi. The use of relevant waiata promotes mokopuna awareness as descendants of Ngaati Mahanga. Kaimahi use appropriate strategies such as prompts, repetition and praise to scaffold mokopuna language development. During waa whaariki, mokopuna consolidate and express an understanding of formal language through karakia. Tuaakana take the initiative to support their teina to speak te reo Maaori through encouragement and showing genuine care. Koohanga routines allow mokopuna to express themselves informally in free play settings. Kaimahi ensure interactions between mokopuna and adults are nurturing and supportive. Mokopuna are developing their understanding of who they are and how they belong.  

Planning, assessment and evaluation practices are in place. Kaimahi work collaboratively to plan for mokopuna learning needs. Planning shows clear links to Te Whariki ā Te Kōhanga Reo. This includes kaupapa whaanui, kaupapa whaaiti, resources, kupu hou and waiata to guide kaimahi to implement the learning programme. Mokopuna learning journeys are captured in koonae mokopuna. Maatai mokopuna are used to identify next steps for learning. These are accessible to whānau who are well informed of what mokopuna are learning. Kaimahi meet regularly to evaluate the learning programme. Discussions are documented and informs future planning. Mokopuna enjoy a learning program that is well planned and managed. 

Most aspects of koohanga reo operations are managed. The tuutohinga defines processes and sets out a planned approach and direction for whānau. Regular whānau hui are held and well attended. The koohanga reo financial position is monitored and reported. The strategic plan is informed by Te Ara Tuapae and includes the vision and aspirations of the whānau. Strategic priorities and goals focus on extending te reo Maaori capabilities. Emergency evacuations are regularly carried out. An annual plan sets out the overall administrative tasks and when these are to be completed. Personnel management practices support kaimahi growth and development. Kaimahi employment contracts and job descriptions provide clarity of expected responsibilities. Performance appraisals focus on enhancing kaimahi practices. All kaimahi are enrolled on Tupu Ora language course commencing in 2023. Whānau manage the kōhanga reo in the best interest of the mokopuna.  

Key Next Steps

Policies and procedures require attention. A process for reviewing and updating health and safety policies and procedures require implementing. Some key practises do not align with current legislation. Mokopuna health, safety and wellbeing is potentially compromised. 

5 Kōhanga Whānau Assurance on Legal Requirements

Actions for Compliance

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements they must: 

  • ensure there is an ongoing process of self-review or internal evaluation to help the kōhanga maintain and improve the quality of its education and care.

1 Context

Te Kōhanga Reo o Te Oranga o Ngā Kaupapa is located in an industrial area of Frankton, in Hamilton. Since mid-2017, Te Kōhanga Reo National Trust has been providing management support and guidance for the new whānau following a six-month period when the kōhanga reo was in recess. The new kaimahi and whānau are highly motivated and committed to the sustainability of the kaupapa and ensuring positive outcomes for children.

2 The Evaluation Findings

How well do children show an understanding of their connections to Tainui?

Children are developing understanding of their connections to Tainui.

Ngā Taumata Whakahirahira

Children are immersed in tikanga of Tainui. Kaimahi and children acknowledge Te Kīngitanga during mat time as they begin their daily learning. Children confidently recite the order of Te Kīngitanga and include unique actions to show their understanding of each ariki. Kaimahi display photos of the Kīngitanga so children can familiarise themselves with prominent faces and names. Most children have whakapapa connections to Tainui and confidently share their pepeha with each other. Kaimahi stand alongside children as kaikaranga and reaffirm their identity as Tainui. Children are developing confidence.

Children experience whanaungatanga. Kaimahi and whānau model respect, care and aroha. Deliberate strategies are used by kaimahi to affirm children’s connection to Tainui. Leadership opportunities are provided for children, as future kaikarakia and kaikaranga for their hapū. Kaimahi and whanau create opportunities for children to interact with kaumātua and kuia. Kuia ensure babies are settled and supported to participate alongside their tuakana. Tuakana thrive as leaders in their learning and when supporting teina. Interactions between children are gentle. Children’s learning is positively managed and their efforts are praised often. Kaimahi establish clear expectations and gently refocus children when needed. Children are happy and settled in their kōhanga reo.

Children are encouraged to use te reo Māori. Kuia speak to babies and provide them with expert models of te reo Māori. Babies show their understanding through facial expressions and body language. Children confidently follow and respond appropriately to instructions. Kaimahi use language strategies that extend the thinking skills of older children. These include questioning, making deliberate errors, repetition, modelling and fun activities. Older children understand open ended questions and enjoy giving answers. They are supported to confidently share their ideas with others during formal learning times. Children are supported by kaimahi to lead karakia Pai Mārire particular to Tainui. Tainui waiata are displayed on the walls. Children hear Tainui kīwaha and dialect as the iwi radio station plays softly in the background throughout the day. Children are developing skills to confidently communicate in te reo Māori.

Children participate in an environment that caters to their learning needs. Kaimahi provide intentionally planned activities to engage children. They make the most of frequent opportunities to speak Māori with children. Children use a wide range of resources. Kaimahi ensure that equipment is accessible for children. Tuakana and teina learn alongside each other as they explore. Children hide, run, play, imagine, self-manage and express themselves in their learning environment. There is a large spacious outdoor area equipped for children to learn through play. Opportunities are provided to develop understanding of Tainuitanga beyond the kōhanga reo. Whānau and kaimahi take children to nearby marae and to Poukai. These experiences reinforce their identity and learning of tangata whenua roles and Tainui tikanga. Children are confident and active learners.

Planning and Evaluation

Planning and assessment practices are in place. Programme planning supports the new kaiako matua to effectively lead learning for kaimahi and children. Ngā Taumata Whakahirahira are woven throughout programme planning. Kaimahi plan collaboratively and includes events and kaupapa pertaining to Tainui. Kaimahi share assessment books with whānau as part of whānau hui. They record learning objectives for children and report on children’s progress over time. Although kaimahi meet regularly to discuss the learning programme, programme evaluation is at an early stage of development.

The whānau is working towards resuming full responsibility for all aspects of whānau management and operations. They are have committed many voluntary hours to revitalise the kōhanga reo during recent challenging times. The strategic plan acknowledges whānau input, direction and vision for the kōhanga reo. New whānau members are proactive in offering their skills to advance the kaupapa of the kōhanga reo for their children. The new kaiwhakahaere has been instrumental in increasing the roll. An annual plan is in place and supports smooth daily operations. Policies and procedures are updated and reviewed. Health and safety registers are maintained and monitored. The kōhanga reo is managed well for the benefit of children.

Key Next Steps

The whānau are strengthening their management of the kōhanga reo. In order for the whānau to improve self review practices, they need to:

  • increase whānau participation in the management of the kōhanga reo
  • strengthen the appraisal process for new kaimahi by ensuring they can set appropriate goals
  • ensure their action plans align with the strategic plan.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements. No issues of non-compliance were identified during this review.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • The whānau continue to work alongside Te Kōhanga Reo National Trust to maintain progress and support the sustainability of quality outcomes for children.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Oranga o Ngā Kaupapa will be in three years.

1 Context

Te Kōhanga Reo o Te Oranga o Ngā Kaupapa is situated in an industrial area of Frankton, in Hamilton City. The kōhanga reo began in 1992 and has become a well established part of the community.

The kōhanga reo has had a positive history of ERO reporting. The ERO review of 2012 identified a number of strengths including the children’s learning programme, planning, assessment practices, te reo Māori and whānau management. Areas that needed development included supervision practices, child to adult ratios, strategic planning and programme evaluation.

2 The Review Findings

How well are children supported within the programme to be confident and competent learners?

Children are well supported to develop as confident and competent learners.

Mana Tangata

Children confidently follow their interests throughout the day. Children of all age levels and abilities are well catered for. They have access to a wide variety of activities and resources. Routines are positive learning times for children. Children have several opportunities to be physically active and enjoy being outdoors. Babies have their own indoor and outdoor areas. Children experience an environment where their emotional wellbeing is a priority and their learning is enriched.

Children experience positive and caring relationships. Kaimahi regularly praise children and acknowledge their efforts and achievements. Children are encouraged and supported to learn with and alongside others.

Children enjoy learning te reo Māori. Kaimahi maintain a te reo Māori speaking environment. They model and reinforce new vocabulary to extend children’s knowledge. Children are able to use simple words and phrases. Children are developing a good understanding of te reo Māori.

The older boys are settled and engaged in learning. Kaimahi have implemented a programme to support the boys. The programme, led by a male kaiako is beginning to produce positive changes in their overall behaviour and learning. The kaiako has sought further learning to support him in this area. The boys can now focus on activities for short periods of time. They settle more quickly and express themselves appropriately. Boys are well supported and are develop as confident learners.

Key Next Steps

Although children are able to follow and understand phrases, instructions and conversations, they prefer to reply mainly in English. Kaimahi need to develop and implement strategies to encourage and support children to use te reo Māori more regularly. This would result in children speaking and using te reo Māori in a more natural, comfortable way.

Planning and Evaluation

Children’s learning, wellbeing and care are key priorities for whānau. There are clear systems and guidelines for effective management. The whānau is inclusive and promotes transparent and clear expectations and processes. The whānau are able to identify their strengths and the practices that need improvement. Health and safety practices are constantly monitored. Consistent communication keeps whānau up to date with events and important information.

Kaimahi have clear processes for programme planning and evaluation and assessment of children’s learning. Planning outlines the content, teaching strategies and resources. Evaluations identify improvements to be made to the learning programme. Children benefit from processes that are well organised and managed.

Key Next Steps

The whānau has a strategic plan which they are currently redeveloping. The plan is basic and does not clearly identify priorities for development.

A greater commitment needs to be shown by whanau towards decision making processes and management. They do not participate in regular review of policy and practice. Whānau prefer to attend events that relate to fundraising, children’s activities and outings. Increasing whānau participation in the management of the kōhanga reo has been an ongoing priority for kaimahi and the committee.
