This Education Review Office (ERO) report is based on the findings of a study involving 16 early childhood services and one umbrella organisation undertaken as part of each service’s regular education review during Term 4, 2007.

ERO has commissioned several discussion papers from an academic advisory group to assist with the review of its review framework, Ngā Pou Here. This paper provides commentary on two of the framework’s four po, te pou Mātauranga and te pou Tikanga Whakaako, with particular emphasis on assessment for learning.

The Education Review Office (ERO) first introduced evaluation indicators in 2003, revising them in 2010. This new version reflects a deepening understanding of how schools improve, and the role that evaluation plays in that process. It also reflects a strengthened relationship between ERO’s approaches to evaluation in English-medium and Māori-medium settings. It supports external and internal evaluation of schools.

This resource can be used with the School Evaluation Indicators. It brings together findings from ERO’s recent national reports to outline what works to accelerate progress for Māori students at-risk of underachieving in primary schools. We share approaches schools have taken where progress was accelerated and schools were able to extend their practices to help more students succeed. Innovative schools focus on inequity within their student population, resulting in improved outcomes for Māori students.

In 2008 the Education Review Office evaluated schools’ provision for gifted and talented students.
School boards of trustees, through their principals and staff, are required to use good quality assessment information to identify students who have special needs (including gifted and talented), and to develop and implement teaching and learning strategies to meet the needs of these students.
A group of schools was particularly effective in providing for gifted and talented students and ERO has set out their good practice in this report.

Each year, Alternative Education provides education to over 2,000 young people who have been disengaged from education and who have high and complex needs. The Education Review Office (ERO), in partnership with the Social Wellbeing Agency (SWA), looked at how well the education system is supporting young people in Alternative Education. This study describes what we found and what is needed to significantly improve education for these young people.

Until recently children with behavioural and social needs were referred to and attended one of six health camps situated across New Zealand. Each of the six health camps had an associated school attached. In 2008 ERO evaluated the quality of provisions for children at the health camps and identified significant areas that needed to improve. ERO recommended that the Ministry of Education examine the role of health camps and their schools within the wider network provision of services for students with moderate to severe behaviour difficulties.

The Education Review Office (ERO), in partnership with the Human Rights Commission (HRC) and the Office for Disability Issues (ODI), looked at how well the education system is supporting disabled learners in schools. We found that we need to improve education for disabled learners so they can thrive. Starting school is a major childhood event. It can be an exciting time for children and their families. But it is a big change, and so it can also be an uncertain time. A good start at school sets children up to succeed at school. We looked to see how changing to cohort entry impacts on children, their peers, and whānau, as well as their schools and early childhood education services.
