Since the onsite visit, the service has provided ERO with evidence that shows it has addressed a non-compliance and is now taking reasonable steps to meet regulatory standards.
Background
This is the first ERO review of KC Birkenhead Trust since a change of ownership in January 2020. A qualified manager leads a team of four qualified teachers and three unqualified staff, including a cook. There are two areas for different age groups of children, from infants to school age. Children enrolled are from diverse cultures.
Summary of Review Findings
Adults providing education and care engage in positive interactions to enhance children’s learning and nurture reciprocal relationships. Positive steps are taken to respect and acknowledge the aspirations held by parents and whānau for their children. Children are given the opportunity to develop knowledge and an understanding of the cultural heritages of both parties to Te Tiriti o Waitangi.
Information and guidance is sought, when necessary, from agencies and services to enable adults providing education and care to work effectively with children and their parents.
Consistent monitoring of governance, management, and administration systems is required to maintain regulatory standards.

ERO undertakes an Akanuku | Assurance Review process in any centre-based service:

All early childhood services are required to promote children’s health and safety and to regularly review their compliance with legal requirements. Before the review, the staff and management of a service completed an ERO Centre Assurance Statement and Self-Audit Checklist. In these documents they attested that they have taken all reasonable steps to meet their legal obligations related to:

As part of an Akanuku | Assurance Review ERO assesses whether the regulatory standards are being met. In particular, ERO looks at a service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:

physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
-
suitable staffing (including qualification levels; safety checking; teacher certification; ratios)

relevant evacuation procedures and practices.
As part of an Akanuku | Assurance Review ERO also gathers and records evidence through:

Background
Hand and Hand Childcare - Birkenhead opened in October 2017 and is one of four services under the same ownership. This is the service’s first review.
A regional manager works closely with a centre manager, who is supported by a team of five registered teachers, and four other staff. There is one room for infants and toddlers, and one for older children. They share a common outdoor playground.
Summary of Review Findings
A philosophy statement guides the service’s operations. Adults engage in meaningful and positive interactions with children. The curriculum demonstrates an understanding of children’s learning and interests.
Parents of children attending the service are provided with opportunities to contribute to the development and review of the service’s operational documents. They are advised about how to access information concerning their child.
The service’s philosophy and annual plan are regularly reviewed. A process has been established for teacher appraisal. Systems are in place for teachers to monitor health and safety requirements and to keep premises, furniture, fittings and equipment safe, hygienic and well maintained.

Next steps include:

increasing the variety of resources provided to enhance children's learning and exploration

strengthening programme evaluation to better identify its impact on children’s learning outcomes
- developing a shared understanding of using internal evaluation to support ongoing improvement.
Actions for Compliance
Since the onsite visit, the service has provided ERO with evidence that shows it has addressed the following non-compliances:
- human resource management procedures to include a definition of serious misconduct, and a requirement that safety checks must be undertaken, and results obtained before a worker has access to children
- securing heavy furniture, fixtures and equipment that could fall or topple and cause serious injury or damage
- evidence of parental permission for excursions including approval of adult:child ratios, mode of transport, and signature of the person responsible for the excursion
- current annual building warrant of fitness.
