Akarangi | Quality Evaluation evaluates the extent to which this early childhood service has the learning and organisational conditions to support equitable and excellent outcomes for all learners. Te Ara Poutama Indicators of quality for early childhood education: what matters most are the basis for making judgements about the effectiveness of the service in achieving equity and excellence for all learners. Judgements are made in relation to the Outcomes Indicators, Learning and Organisational Conditions. The Evaluation Judgement Rubric derived from the indicators, is used to inform ERO’s judgements about this service’s performance in promoting equity and excellence.

2 Context of the Service
Kinderen B Daycare Centre is one of two Kinderen services. This service caters for young children from two years to school age. A small number of enrolled children are Māori. The organisation prioritises that children will be cared for in warm, loving environments that stimulate good health and learning.
3 Summary of findings
Children’s mana is effectively upheld through responsive, respectful relationships between teachers, parents, whānau and children. Those requiring additional support for their learning benefit from adults working together to implement consistent strategies. Transitions are intentionally planned and responsive to children’s individual needs. Learners’ sense of security and wellbeing is enhanced.
Children hear and see some aspects of Māori and other cultures reflected in the environment. A range of cultural celebrations, greetings, waiata and beginning te reo Māori are incorporated into the play-based curriculum. Teachers and leaders are building their use of te reo Māori. Children experience some aspects of a culturally rich curriculum.
Some information about children’s developing capabilities in relation to the learning outcomes from Te Whāriki, the early childhood curriculum, is collated through assessment, planning and evaluation. Children’s identities as successful and competent learners is affirmed. Effective planning and evaluation is not yet occurring that:
-
responds to each child’s culture, language and identity
-
shows progress over time, in relation to valued learning outcome.
Leaders build a shared understanding of the services’ vision and guide a range of improvement actions to build teacher capabilities. Relational trust enables collaboration that is improvement focused. However, decision making is not clearly informed by what will most positively impact outcomes for children. Evaluation practices across the organisation are not yet identifying the impact of improvements on individuals and groups of children.
4 Improvement actions
Kinderen (B) Day Care Centre will include the following actions in its Quality Improvement Planning:

Prioritise building evaluation capability at all levels of the organisation to better understand what is working well and for which learners.

Increase consideration, teacher response and visibility of each child’s culture, language and identity within curriculum and evaluation practices.
5 Management Assurance on Legal Requirements
Before the review, the staff and management of Kinderen (B) Day Care Centre completed an ERO Assurance Statement and Self-Audit Checklist. In these documents they attested that they have taken all reasonable steps to meet their legal obligations related to:

premises and facilities

health and safety practices

governance, management and administration.
During the review, ERO looked at the service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:

emotional safety (including positive guidance and child protection)

physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)

suitable staffing (including qualification levels; safety checking; teacher registration; ratios)
-
relevant evacuation procedures and practices.
All early childhood services are required to promote children's health and safety and to regularly review their compliance with legal requirements.

At the time of the review, ERO found the service was taking reasonable steps to meet regulatory standards.
Background
Kinderen (B) Daycare Centre is one of two privately owned services operated by the same management. A team leader has responsibility for teaching and learning. The Ministry of Education revoked the service’s Full Licence and placed it on a Provisional Licence in 2018. A Full Licence was reinstated in March 2019.
Summary of Review Findings
Children’s holistic development and learning are catered for. Inclusive practices and a culturally responsive curriculum align with Te Whāriki and reflect the service philosophy. Children have easy access to well-resourced physical learning spaces. The teaching team facilitate individual and group learning experiences.
The service is effectively operated. Leaders and teachers collaborate for the day-to-day operation of the service. Systems promote good health and safety of children.
Strategies used involve parents and whānau in decision-making about the service and their child’s learning. Practices for building leaders’ and teachers’ capability are in place to contribute to improved curriculum provision.

General Information about Assurance Reviews
All services are licensed under the Education (Early Childhood Services) Regulations 2008. The legal requirements for early childhood services also include the Licensing Criteria for Education and Care Services 2008.
Services must meet the standards in the regulations and the requirements of the licensing criteria to gain and maintain a licence to operate.
ERO undertakes an Assurance Review process in any centre-based service:
- having its first ERO review – including if it is part of a governing organisation
- previously identified as ‘not well placed’ or ‘requiring further development’
- that has moved from a provisional to a full licence
- that have been re-licenced due to a change of ownership
- where an Assurance Review process is determined to be appropriate.
Management Assurance on Legal Requirements
All early childhood services are required to promote children’s health and safety and to regularly review their compliance with legal requirements. Before the review, the staff and management of a service completed an ERO Centre Assurance Statement and Self-Audit Checklist. - suitable staffing (including qualification levels; police vetting; teacher certification; ratios)
- evacuation procedures and practices for fire and earthquake.
As part of an Assurance Review ERO also gathers and records evidence through:
- discussions with those involved in the service
- consideration of relevant documentation, including the implementation of health and safety systems
- observations of the environment/premises, curriculum implementation and teaching practice.
