Background
Learning Adventures Katikati is governed by Lollipops Educare Centres Limited. The service has addressed the non-compliances identified in the June 2020 ERO report. The centre manager is responsible for overall daily operations. Approximately a third of the children identify as Māori and there are a small number of Pacific and children of other ethnic groups attending.
Summary of Review Findings
Adults providing education and care engage in meaningful, positive interactions to enhance children’s learning and nurture reciprocal relationships. Their practices demonstrate an understanding of children’s learning and development.
The service curriculum provides children with a range of experiences and opportunities to enhance and extend their learning and development both indoors and outdoors. It is inclusive, and responsive to children as confident and competent learners. Children’s preferences are respected. They are involved in decisions about their learning experiences, supporting their developing social competence.
The service curriculum is informed by assessment, planning, and evaluation that demonstrates an understanding of children’s learning.

All early childhood services are required to promote children’s health and safety and to regularly review their compliance with legal requirements. Before the review, the staff and management of a service completed an ERO Centre Assurance Statement and Self-Audit Checklist. In these documents they attested that they have taken all reasonable steps to meet their legal obligations related to:

As part of an Akanuku | Assurance Review ERO assesses whether the regulated standards are being met. In particular, ERO looks at a service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:

physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)

suitable staffing (including qualification levels; police vetting; teacher certification; ratios)

evacuation procedures and practices for fire and earthquake.

At the time of the review, ERO identified areas of non-compliance with regulatory standards that are an unacceptable risk to children.
Background
Learning Adventures Katikati is owned by Evolve Education Group. In 2019, there was a significant restructure within the organisation. The centre provides full-day education and care for children from birth to six years, in two aged-based areas. A qualified centre manager leads a team of three qualified and three unqualified teachers.
Summary of Review Findings
The service is not meeting regulatory standards in a number of areas.
Infants, toddlers and children experience meaningful and positive relationships with their teachers. The curriculum is responsive to children as capable and confident learners and respects their choices. Children’s growing social and emotional competence is nurtured. Individual planning responds to children’s interests and strengths. The curriculum acknowledges and reflects the unique place of Māori as tangata whenua. Te ao Māori is acknowledged and valued.
Ongoing professional development has contributed to internal evaluation that is helping staff to maintain and improve aspects of centre operation.
Actions for Compliance
ERO found areas of non-compliance in the service relating to:
- the design and layout of the premises supporting effective supervision
- maintaining the required staff-to-child ratios
- floor surfaces, in the under two area, that are durable, safe and suitable for the intended use
- provision and maintenance of first aid kits
- sufficient provision of emergency supplies to ensure the care and safety of children and adults at the service
- an emergency plan that details roles and responsibilities that apply during an emergency situation
- evidence of the review of the emergency plan on an, at least, annual basis and the implementation of improved practices as required
- staff being familiar with, carrying out and evaluating, relevant emergency drills with children on an at least three-monthly basis
- consistent implementation of the sleep monitoring procedure
- consistent implementation and robust identification of hazards
- consistent implementation of excursion policy and procedures including, robust assessment and management of risk
- the encouragement and promotion of healthy eating guidelines
- evidence of prior written parental permission for any travel by motor vehicle
- the recording on enrolment forms of all Category One medication brands.

Recommendation to Ministry of Education
ERO recommends that the Ministry reassess the licence of Learning Adventures Katikati. ERO will not undertake a further review of this service until the Ministry of Education is satisfied that the service meets regulatory standards.
