The Education and Training (System Reform) Amendment Bill has now passed its third reading in Parliament. The next legislative step is Royal Assent, after which the bill will become law.
Passing the third reading means there are no further readings or opportunities to amend the bill in its current form. The legislation is not yet in effect.
What this means
If the bill progresses through Royal Assent, the following changes would be introduced over time:
Transferring regulatory functions for early childhood education from the Ministry of Education to ERO.
Transferring regulatory functions for private schools and hostels from the Ministry of Education to ERO.
Clarifying the roles of the Ministry of Education and ERO when a state school is considered of serious concern.
Aligning school hostels with physical restraint requirements for registered schools.
What this means right now
It remains business as usual. There are no immediate changes to roles, responsibilities, or day‑to‑day work, and existing regulatory settings remain in place.
What happens next
We are preparing for the next stage should the bill receive Royal assent. We will continue to work closely with the Ministry of Education to ensure continuity of service and will provide further updates as more information becomes available.
