Criterion PF113

Applies only to services licensed for under 2-year-olds

There are safe and comfortable (indoor and outdoor) spaces for infants, toddlers or children not walking to lie, roll, creep, crawl, pull themselves up, learn to walk and to be protected from more mobile children. This does not prohibit infants and toddlers from moving throughout the premises or learning alongside older children.

How to show you are complying

You will need to show how your environment safely and comfortably supports infants and toddlers to roll, crawl, pull up, and learn to walk – both indoors and outdoors – if your service is licensed for children under the age of 2. While separating younger children from older ones is not required, shared spaces must be designed to protect less mobile children while still allowing them to participate and feel included.

This can be achieved by creating clearly defined zones using soft surfaces, low barriers, or visual cues. Whether these areas are separate or integrated will depend on your centre’s layout, curriculum, and philosophy. What matters most is that you can demonstrate how your space supports safe exploration and movement for children under the age of 2 and those less mobile.
